My vote: IR and I had this fight in Godzilla: Future Destiny, and I don't think an outcome was ever determined. Personally, I'm going with Carcharius. Scorpious is an excellent melee fighter, and his acid is potent, but Carcharius has the regen to keep up, and if he manages to get a hold of Scorpious with the Anti-coagulant bite, the arachnid is going down hard.

I think the Cacharius link is dead...or it's just me. Anyway...
That has to at least give the guy an edge over Scorpious, plus he's got regen to mess with it...basically, it comes down to the point of whether or not he can actually pierce Scorpious's armor. If Cacharius gets in fast, survives a few assaults, and gets in that bite or smashes through the armor, than he'll win. But if he's not fast enough, than the arachnid whips out the almight power of acid and poison and claws and brings out the hurt. A pincer than can crush a drill can probably do the same to a shark with "lightweight" bones...also, if the armor can withstand a nuke, than it comes down to whether or not the shark-type beast can beat the strength of the most powerful weapon known to man. I abstain, until one of the twin kaijus' owners gives me their arguments.
