Obviously I've got to start the debate on this...
I'm gonna have to say, Chaos is up against an opponent that can match (exceed in the case of long range, Ruin and Mega Gravity Bolts HURT), but he has two saving graces, Chaos Control and regeneration. And he'll abuse the former if needed. The Mega Gravity Bolts, despite their homing capabilty, are most likely not going to hit Perfect Chaos since he can teleport far out of the way if they get too close.
I don't know if there is any water in Yellowstone National Park, so I'm going to void his extra abilities until someone can prove there is water there. King Ghidorah probably won't catch Chaos with the Gravity Bolts, but he WILL catch the water dragon with Ruin at least once because he won't see it coming. I think the deciding factor will be A. When King Ghidorah uses Ruin and B. Just how badly it hits Perfect Chaos. If it strikes his brain or nervous system, Chaos is litterally screwed over from that unless he's managed to damage King Ghidorah enough to compensate.
Another possibilty is that, when Chaos decides to move up close and personal is how long will it take for King Ghidorah to use his Electric Bite. If he uses it fast then Chaos is going to be in a world of hurt that will keep him from reacting to follow-up attacks. If he doesn't use it fast enough, Perfect Chaos is going to bash him around like a toy or pull his Chaos Surge, which only acts like lightning but is not really electricity. King Ghidorah can't throw Chaos off of him because the water dragon has the weight advantage to work with.
Can't really decide a winner yet, so abstained until other points are emphasied or brought up.

^Hell, Chaos could probably even get his fix on all the underground hot water and whatnot floatin' around, provided he could get to it...
Anyway, I don't really see Ruin actually doing much unless KG times it to coincide when Chaos is somehow lying down or something, because the nervous system might get whacked, but the brain is goin' to be a bit too high...
Either way, with that Chaos Control stuff, PC has a lotta extra ammo, unless the duo are fighting in the middle of nowhere. Course, KG's got tons himself, but despite his armor, PC is pretty damn strong. Still, due to the arena, KG's going to have his work cut out for him. Still, if PC is water, and KG somehow electric bites him...I don't even know how PC is expected to get up after that. If water conducts electricity, everything's going to have a one-way trip to his innards, and if his body consists mainly of a brain and nervous system...ouch...
...yeah, as I don't know much about either fighter, I'll let others argue points first, but...the bite and sheer amount of firepower has me leaning to KG. Beams will be flyin' everywhere, and apparently Chaos reacts excessively poorly when he gets clipped. And KG looks pretty darn resistant to me...

...HGF, that's only when Perfect Chaos gets struck on his brain, anything else will just make him grunt and get mad.
And since there is water, KG has to do his best to keep Chaos away from it. If he can't... The three-headed dragon is going to have his work cut out for him even more.
The electrice bite is going to be one of, if not the only deciding factor. If KG manages to pull it off, he's got my demon where he wants him. If he doesn't... I don't want to go into detail on what would happen. After this, I think Perfect Chaos will win this, but he will be VERY beat up.

Yay, a battle that I actually didn't fall behind in. Thank god people decided to f*cking wait.
Teleporting is not going to stop the bolts from hitting him. They'll still chase after him.
Since Perfect Chaos won't be able to dodge the bolts, even with his teleportation, he's boned.
King Ghidorah has fast reactions (he caught Baragon when he was behind him with his tails). If he does go in and use the electrical bite, Perfect Chaos will probably have a chance to dent him up in some melee. Chaos Surge probably won't do a ton of damage to King Ghidorah, since he's got quite the endurance.
I think King Ghidorah takes this. He's going to figure out that he's got to damage the brain somehow, and will eventually hit it dead on with one of his attacks. I'll wait for Azure_Ghidorah's final opinion, however, to vote.

Perfect Chaos isn't above teleporting behind his foe to lose a homing attack (Or any attack for that matter), even if it won't damage his enemy. He'll do it if he finds it neccesary.

Chaos is well aware that he is vulnerable there, and gets pretty p***ed off if some one hits him there. Remember how mad he got when Biolannte interrupted is victory? Yeah, hiting him in the brain will be enough to provoke a Chaos Wave. If King Ghidorah gets hit by that... I doubt his endurance alone will save him since that attack makes some pretty nasty marks in his opponent's flesh, enough to override Bio's (the Kaiju, not the member by the same abbreviation) super regeneration and kill her out right. The only reason he didn't use it on Armor Mothra was because the guardian had some, by the looks of it, heavy duty armor that Chaos Wave couldn't penetrate. King Ghidorah doesn't have quite as much armor-like flesh on him to protect him if he gets nailed by Chaos Wave, and I doubt the three-headed dragon's ability to compensate after that.
And if Chaos grows to maximum size? Not much is going to be able to slow that behemoth down for long. Again I say, King Ghidorah does have a chance of winning this, but he's got his work cut out for him. Most likely too much for him to fully come back after one of the water behemoth's more powerful attacks like the Chaos Wave or Chaos Lance.
Let insanity reign, Perfect Chaos takes the match... Barely.

Point taken. However, it's not hard to imagine that he's gonna get hit eventually by it. And it's gonna HURT him.
Major problem with your Biollante part. You're telling me that Bio's regeneration could be overriden by an attack that basically one shotted her. Hate to break it to you, but Biollante is VERY frail. King Ghidorah is gonna stand up to it MUCH easier than her.
The size growth will probably screw King Ghidorah over IF he manages to do it. Of course, luckily for me, I get an Arena with plenty of water! YES!
King Ghidorah is not going to be heavily damaged by either of those attacks, so he does have the possibility to be able to get off very damaging Electrical Bites as well as Ruin.
King Ghidorah is looking like he's gonna come out the winner...

All right, point noted about Biollante being frail by Kaiju standards. That gives King Ghidorah a better chance then I thought he had at first, but I still believe that Perfect Chaos can win this match.
And apparently we've all (myself included...) forgotten about Chaos' water tendrils. Those could, theoretically, cut into KG's skin which would later leave it vulnerable to follow up attacks, assuming Chaos hasn't gotten a heavy dose of lightning that would temporarily put him out of commision. Not to mention he could make King Ghidorah sluggish to an at least partially noticeable degree by draining his energy with said tendrils. My only question about that is, being made from King Ghidorah's energy, that he might be immune to the energy orb that almost always follows it up. I'm going to assume that he is and make that attack moot.
Again, Perfect Chaos will take the fight, but not easily.

Yes, water tendrils are gonna get through King Ghidorah's hide just like Gyaos's sonic beam. Oh wait, King Ghidorah had no scratch from that.
If he tries to drain energy from King Ghidorah, then he's gonna get bitten and shocked.

After a little thought last night (In the shower, all right? Don't sue me!), I've come to a conclusion, and that happens to be in Ghidorah's favor. Frankly, as said by both, Chaos could come out on top, but it's going to take a while, especially with the hydra's durability.
Key point being, it's going to take a while. Sometime in that period, KG is going to bite Chaos and see what happens. And once it does, KG isn't an idiot. He'll just keep shocking PC until the water dragon stops moving...

Apparently you might not realize that once Chaos is struck hard enough, or if his brain is hit (Lord knows its going to get hit by the electricity), he collaspes into a puddle of water, but can still move (referring to when Chaos collasped after Amor Mothra hit him in the brain, and he reformed behind Armor Mothra), that's enough for him to get out of Ghidorah's grip and keep him out of it. The behemoth, as I have said before, won't hesitate to teleport away from an attack that can cause him serious damage. Even if KG were to hold on, he can't exactly keep a grip on him if he changes into a consistancy that allows him to slip through the smallest of cracks.
The question now is, can KG get Chaos in his maw to shock him again with his teleportation antics? I don't think so...

The beams most likely will never hit unless they can make a U-turn in one second flat. Chaos will know by then he's out gunned in range, and not quite as badly in melee, so he'll stay close KG, often teleporting behind him. Like I said, no, the three-headed dragon will not be throwing him back into range with his tails, what with the whole 'mass being to great to lift' thing I pointed out earlier. Granted, I know when I'm beat in an argument, but I also know when I'm not beat, and I'm still alive and kicking. Plus, Chaos can fly and teleport into the air as well, though he perfers to stay on the ground. He's pretty clumsy when it comes to dog fighting, plus he's slower then KG in mid air if I remember correctly. Most likely, he'll try to pluck KG out of the air with his tendrils, going for somewhere farther away from those electric teeth to avoid the electric bite. And note the fact that he has nothing with which to be damaged when he turns into a puddle, considering he has nothing to damage in that form. If it still showed those, Armor Mothra would have kept on attacking if he wasn't fooled by Chaos supposedly being dead. Let me ask you this, if you were King Ghidorah, and Chaos had just turned into nothing more then a puddle of water, would you waste your weapon on it? KG has weapons that can hurt Chaos, no disagreement there, but again, the question is how many times can King Ghidorah bring them to bear on his watery foe? King Ghidorah can win, but his chances are less then those of Perfect Chaos. What's the point of having weapons that can hurt a foe if you can't hit him or her?

King Ghidorah will just turn and latch down. Then comes the shock.
Alrighty, let's say he gets a hold of KG and he's out of range to bite down. Guess what? KG is gonna fire his bolts and badly damage Perfect Chaos.
Are you telling me PC is invulnerable in his pubble form? Isn't that against the rules?
Oh, and incase you don't recall, King Ghidorahs are fans of spamming their ranged weapons. He's gonna make sure its dead.
Depends. The situations you're calling for allow KG to use his weapons.
